중국의 한 고위 관리는 북한이 국제 핵확산 금지조약( NPT)의 규정을 이행하고 국제 사찰을 수용한다면 평화적 목적의 핵개발 계획을 보유할 자격이 있다고 말했습니다.
중국 고위 관리의 이같은 발언은 북한을 포함한 6개국 핵협상대표들이 이달중으로 재개되는 북핵 6자 회담을 준비중인 가운데 나왔습니다.
4차 북핵 6자 회담은 북한이 평화적 핵개발 계획을 보유할 권리가 있다고 주장하고, 미국과 다른 나라들은 북한이 그같은 계획을 핵무기 제조에 사용할 지도 모른다고 우려하며 반대하는 가운데 8월초 휴회했습니다.
역시 6자 회담 참가국인 남한은 북한의 평화적 핵 에너지 권리를 옹호하고 있습니다.
중국 외교부 무기및 군비 통제국의 장옌 국장역시 31일 가진 기자 간담회에서 북한이 핵확산 금지 조약상의 규정을 이행하기로 동의한다면 북한은 평화적 핵 개발 계획을 보유할수 있다고 말했습니다.
장옌 국장은 전력 생산을 위한 것이지만 핵무기 연료생산에도 이용될 수 있는 경수로를 북한이 보유하도록 허용되어야 하느냐는 질문을 받고 NPT 규정을 준수하는 나라는 핵 능력을 평화적으로 이용할 권리가 있다고 말했습니다.
장옌 국장은 이런 맥락에서 국제 핵 확산 금지 조약에 가입하고 국제 원자력 기구의 안전지침에 따라 사찰을 받아들이는 나라는 평화적 핵 이용권을 가진다고 말했습니다.
중국측의 이같은 발언에 대해 북한으로부터의 즉각적인 반응은 아직 나오지 않고 있습니다.
중국은 회담 주최국으로서 교착 국면을 타개하기 위해 노력해왔으며 , 분석가들은 장옌 국장의 그같은 발언은 모종의 상황하에서 궁극적으로는 북한의 요구가 충족될 지도 모른다고 북한을 안심시킬수도 있을 것이라고 말하고 있습니다.
미국은 북한이 핵개발 계획을 전면 폐기하지 않으면, 국제적 고립만 계속될 것이라면서 핵계획 포기를 촉구해왔습니다.
북핵 위기는 북한이 국제적 합의를 위반하면서 핵무기 개발 계획을 재개했다고 시인하고 국제 원자력 기구의 감시단을 추방하면서 고조됐습니다.
2003년 이래 남북한과 중국 , 일본 ,러시아와 미국이 참여한 앞서 세차례의 북핵 회담은 아무런 합의도 이루지 못한채 끝났었습니다.

INTRO: A senior Chinese official says North Korea could be entitled to possess a non-military nuclear program if it follows international guidelines and accepts supervision. VOA's Luis Ramirez reports from Beijing.
TEXT: The Chinese official's remarks came as the six nations involved in the North Korea nuclear disarmament negotiations prepared to resume talks later this month. The talks broke off in early August amid North Korea's insistence on retaining the right to a peaceful nuclear program, despite opposition by the United States and others who fear Pyongyang might use such a program to make atomic weapons.
South Korea, also a party to the talks, has defended the North's right to peaceful nuclear energy.
At a briefing Thursday, Zhang Yan, director of the Chinese Foreign Ministry's arms control department, also said North Korea could have a peaceful nuclear program, if it agrees to follow the rules of the nuclear Non-Proliferation Treaty. He was asked whether North Korea should be allowed to have a light water reactor for producing electricity, a type of reactor that can also be used to produce nuclear weapons fuel.
"In this sense, if a country joins the treaty and accepts the supervision of safety guarantee by the International Atomic Energy Agency, it has the right to use nuclear power peacefully."
There was no immediate reaction from North Korea. China, as the host of the negotiations, has been working to resolve the impasse, and analysts say Thursday's remarks could reassure North Korea that its demands may eventually be met - under certain circumstances. The United States has urged North Korea to give up all its nuclear programs, saying that failure to do so will only prolong its international isolation.
The nuclear crisis flared after North Korea expelled international atomic inspectors and admitted it had restarted its nuclear weapons programs in violation of international agreements. Three earlier rounds of negotiations since 2003 involving China, Japan, North and South Korea, Russia and the United States have failed to produce a disarmament agreement. (Signed)
