Authorities are trying to evacuate tens of thousands of people who remain in flood-swamped New Orleans,Louisiana -- three days after Hurricane Katrina.
Reports from the city indicate a desperate situation, with storm refugees sleeping on streets and people growing angry due to a lack of food, water and other basic supplies.
Much of the city remains flooded, with storm refugees stranded on rooftops and bodies floating in the water.
Government emergency managment officials say they have suspended rescue efforts in some areas where people have attacked the rescuers.
In Washington, Homeland Security Secretary Michael Chertoff says the floods have "dramatically impeded"
government relief and evacuation efforts. He said those efforts will continue, and said more National Guard troops are being sent in to help with the evacuation and restore order.
There has been widespread looting in both New Orleans and the state of Mississippi, where coastal areas suffered heavy damage in Monday's storm.
President Bush said today that the government is launching the most massive relief effort in U.S. history.
The president plans to visit hurricane-ravaged areas on Friday, and has asked two former presidents (Bill Clinton and George Herbert Walker Bush) to lead a fundraising effort.
