북한, 9월 12일 6자회담 재개 제의 (영문기사 첨부)


북한은 핵문제 해결을 위한 6자 회담을 9월 12일주에 재개하자고 제의했습니다.

북한 관영 조선 중앙 통신은 29일 외무성 대변인의 말을 인용, 6자회담은 한미 합동 군사훈련이 끝나기 전에는 열릴수 없다고 보도했습니다.

지난주 시작된 군사 훈련은 수일내로 끝날 예정입니다. 이보다 앞서 북한의 백남순 외무상은 29일 평양을 방문한 외국 기자단에게, 북한은 남한과 미국의 연례 전쟁 연습 때문에 6자 회담 복귀를 연기할 것이라고 밝히면서, 그러나 상황이 잘 진행되면 9월말 이전에 6자 회담이 재개될 수 있을 것이라고 덧붙였습니다.

북한은 항상 남한과 미국 간의 연례 합동군사 훈련에 반대했습니다. 북한은 이 훈련이 미국의 북한 침공 계획의 사전 연습이라고 믿고 있습니다. 남한과 미국의 합동군사 훈련은 북한이 이번 주에 베이징에서 속개될 예정이던 6자 회담을 거부하고 있는 여러 가지 이유 가운데 하나입니다. 지난 주 북한은 최근 부쉬 행정부의 대북한 인권 특사 임명에 반대한다고 말했습니다.

북한이 국제적 합의들을 위반하고 핵 무기 계획을 갖고 있다고 시인했다고 미국이 밝힌 지 약 3년 만인 지난 2003년에 남북한과 중국, 미국, 일본, 러시아가 참가한 가운데 북핵 위기를 해소하기 위한 6자 회담이 시작됐습니다. 지난 2004년 6월, 3차 6자 회담이 끝난 후 북한은 13개월 동안 회담 복귀를 거부했습니다. 북한은 지난 7월, 6자 회담에서 진전이 이뤄질 경우 남한이 대규모 에너지 지원을 제공하겠다고 약속한 이후에야 회담 복귀에 동의했습니다.

한편, 북한을 방문중인 태국 외무장관은 28일 북한 정부가 자신에게, 6자 회담이 9월 중순이나 하순으로 연기돼야 한다고 말했다고 밝혔습니다. 중국 관영 신화 통신에 따르면, 칸타티 수파몽콘 태국 외무장관은 북한의 백남순 외무상이 자신을 만난 자리에서 그같이 말 했다고 말했습니다. 칸타티 장관은 백 외무상이 신뢰 부족을 회담 연기 이유로 꼽았다고 말했습니다.

그러나 평양을 방문한 태국의 칸타티 수파몽콘 외무장관은 28일, 관련국들의 신뢰 부재로 북한은 회담을 재개할 준비가 돼있지 않다고 말했습니다.

North Korea has again delayed its return to nuclear disarmament talks - and says they will resume in two weeks. North Korean officials say military exercises between the United States and South Korea are one cause for the delay. VOA's Luis Ramirez has more from Beijing, where the six-nation talks had been due to resume this week.

The official North Korean news agency says the nuclear disarmament talks will begin the week of September 12. Earlier, North Korean Foreign Minister Paek Nam Sun said his nation would delay returning to the six-party negotiations because of the annual war games between the United States and South Korea.

But he said the talks could resume by the end of September if - in his words - "things are going well." North Korea has always opposed the yearly exercises, calling them a rehearsal for a planned U.S. invasion of North Korea. The reason is one of a long list that Pyongyang has given for staying away from negotiations, which were to resume in Beijing this week.

Last week, North Korea said it opposed the Bush administration's recent naming of a special envoy to monitor human rights in the communist country. Previously, North Korea had cited what it said was a "hostile" U.S. attitude for its refusal to return to talks. International relations professor, Shen Dingli, at Shanghai's Fudan University, says lack of trust continues to be an obstacle.

Negotiations with China, South Korea, the United States, Japan and Russia began in 2003 as an effort to defuse a crisis that flared nearly three-years ago. That was when U.S. officials said North Korea had admitted to having nuclear-weapons programs in violation of international agreements. After a third round of talks ended in June 2004, North Korea refused to return for 13 months.

Pyongyang agreed to come back at the end of July after South Korea promised massive energy aid if progress were made. That fourth round of talks recessed three-weeks ago due to a deadlock over the North's new demands to retain non-military nuclear programs. Host China has sent a senior envoy to Pyongyang to try to bring the North Koreans back to the table.

Deputy Foreign Minister Wu Dawei downplayed the delay, saying the date for the talks is not important as long as all parties agreed to resume them. (SIGNED)
