이라크 과도정부의 잘랄 탈라바니 대통령은 의회에 28일 제출된 헌법 초안을 지지하라고 국민들에게 촉구했습니다.

이보다 몇 시간 앞서, 협상 대표들은 헌법 초안을 의회에 제출함으로써 몇 주간에 걸친 회교 시아파와 수니파, 그리고 쿠르드 족 사이의 격렬한 논쟁에 종지부를 찍었습니다.
소수계인 수니파 협상 대표들은 시아파에게 원유가 풍부한 이라크 남부 지방에서 자치를 허용하는 연방제 조항 때문에 헌법 초안에 반대한다고 말했습니다.

Iraq's interim President Jalal Talabani is urging Iraqis to support a draft constitution presented today (Sunday) to parliament.
In Baghdad, the president said the charter is the first in which all of the Iraqi people have had a voice. He said he is optimistic it will be approved in a referendum set to be held by October 15th.
Hours earlier, negotiators presented the final draft to parliament, capping weeks of contentious debate among Shi'ite, Kurdish and Sunni Arab delegates.
Minority Sunni Arab negotiators say they reject the document because of federalism provisions providing autonomy for Shi'ites in oil-rich southern Iraq.
Shi'ites have proposed bringing nine Shi'ite majority provinces into a single autonomous federation similar to that of Kurds in the north. Sunnis say they fear a Shi'ite federation will align itself with Iran and leave them isolated.
President Bush is urging Iraqis to close ranks behind the draft constitution presented to the Iraqi parliament, despite the failure of negotiators to craft a document acceptable to all of Iraq's ethnic and political groups.
Speaking (Sunday) from his Texas ranch, Mr. Bush acknowledged opposition to the draft charter from Sunni Arabs opposed to several provisions. But he called the dissent part of a political process that encourages debate and compromise. A national referendum is set to be held by October 15th.
The president said Iraqis and coalition forces can expect an increase in insurgent attacks, because, in his words, "the enemy knows its greatest defeat lies in the expression of free people at the ballot box."
Mr. Bush called the draft charter an inspiration that contains far reaching protections, including freedoms of religion, assembly and expression.
