저렴한 제작비, 뛰어난 기술로 국제적 명성얻는 북한만화영화 (영문기사 첨부)


북한 경제는 세계에서 가장 취약하고 고립된 경제 가운데 하나입니다. 현재 북한 정권은 핵 무기 개발 계획을 둘러싸고 국제 사회와 대치하고 있고, 또한 외국과의 무역이 제한되는 강력한 제재를 받고 있습니다. 그러나, 이같은 열약한 평판에도 불구하고, 북한은 외국 투자를 유치하고 지역 경제에 다시 활력을 불어 넣기 위해 열심히 노력하고 있습니다.

장난과 락 앤 롤 음악을 취미로 갖고 있는 고양이 빌리를 주인공으로 하는 만화 영화 [빌리 더 캣] 은 프랑스에서 제작되고 있습니다. 그러나, 만화 영화에 등장하는 대부분의 그림은 북한에서 그려지고 있습니다.

논란 많은 핵 무기 개발 계획으로 세계에 더 잘 알려진 북한은 또한 저렴한 비용으로 만화 영화를 만들 수 있는 국가라는 국제적인 평판도 얻고 있습니다.

1980년대 중반 이래, 북한의 국영 기업인 조선 4.26 아동영화 촬영소, SEK는 국내와 해외의 관객들을 위해 수 백 편의 만화 영화를 만들어 냈습니다. 현재 4.26 아동영화 촬영소는 1,500명 이상의 직원을 거느리고 있고, 프랑스와 이탈리아, 스페인의 회사들과 계약을 맺고 있습니다. 서울에서 활동중인 만화영화 감독 한동일 씨는 SEK와 함께 일한 경험이 있습니다. 한 감독은 북한의 예술가들이 기술적인 면에서 세계 일류라고 평가했습니다.

한 감독은 보다 폭 넓은 관객들에게 호소력을 가질 수 있는 현대적인 이야기 줄거리를 개발하도록 북한 사람들을 설득하는 것이 가장 큰 장애물이라고 말했습니다. 한 감독은 북한 예술가들이 다른 문화나 외국 사상에 노출된 적이 별로 없기 때문에, 새로운 인물을 창조하는데도 어려움을 느끼고 있다고 말했습니다.

그러나, 이번 달에 북한 만화 영화 업계에서는 획기적인 사건이 벌어졌습니다. 사상 처음으로 남한과 북한이 공동으로 제작한 만화 영화가 남북한에서 거의 동시에 개봉된 것입니다. [왕후 심청]이라는 제목의 이 남북한 합작 영화는 지난 8월 중순에 남한에서 먼저 개봉됐고, 이어 1주일 후에 평양과 전 세계에서도 선보였습니다.

[왕후 심청]은 아버지의 시력을 되찾기 위해 공양미 3백석을 받고 인당수에 몸을 던진 심청이 온갖 역경을 물리치고 왕후에 오른 후 아버지와 다시 만난다는 내용의 조선시대 고대 소설 심청전을 바탕으로 하고 있습니다.

영화를 만든 신능균 감독은 싱가포르에서 열렸던 박람회에서 북한 대표들을 만난 후 합작사로 북한의 4.26 촬영소를 선정했다고 말했습니다.

신 감독은 심청의 이야기는 남북한 사람들 사이에서 전해 내려온 우리 민족 고유의 이야기라고 지적하면서, 북한과 함께 영화를 제작하지 못할 이유가 없다고 강조했습니다. 따라서 북한과 함께 영화를 만들게 됐고, 단지 좋은 영화를 만들기 위해 노력했을 뿐이라고, 신 감독은 덧붙였습니다.

북한은 또한 정치적으로 강경하다는 평판을 받고 있지만, 북한의 예술가들이 만화 영화 등장 인물들의 귀여운 모습을 그려내는데는 아무런 문제도 없었다고 신 감독은 말했습니다.

North Korea's economy is among the world's weakest and most isolated. The Stalinist government is currently engaged in a tense international standoff over its nuclear weapons programs and faces tough sanctions that limit foreign trade. But despite its poor reputation, the country is still working hard to attract foreign investors and re-energize local industries. From Seoul, VOA's Benjamin Sand reports on one of North Korea's few success stories: animated cartoons.

///"BILLY THE CAT" THEME SONG EST. AND FADE /// Meet the latest North Korean export, Billy the Cat, an animated feline with a taste for mischief and rock and roll. The popular show is produced in France but most of the artwork is drawn in North Korea. The reclusive communist state, better known for its controversial nuclear weapons program, is also developing a global reputation for low cost animation. Since the mid-1980's, the state-owned S.E.K.

Studio has produced hundreds of cartoons for local and foreign audiences. The studio now has over 15-hundred employees and contracts with French, Italian and Spanish firms. Seoul-based animator Han dong Il has worked with S.E.K. and says the studio's artists are technically first-rate.

But he says the major obstacle to expansion is encouraging North Koreans to develop modern storylines that could appeal to a broader audience. Mr. Han says local artists find generating new characters difficult because they lack exposure to different cultures and foreign ideas. But this month marks a milestone in North Korea's animation industry.

For the first time, North and South Korea have worked together to produce an animated feature film. "Empress Chung" was released in mid-August, first in South Korea and then a week later in Pyongyang and around the world. The movie is based on a well-known Korean folk tale about a young woman who overcomes adversity, including a gigantic sea monster, to help restore her father's eyesight. Filmmaker Nelson Shin says he picked the North Korean studio after meeting representatives at a trade show in Singapore.
