한국의 반기문 외교통상부 장관은 북한의 핵무기 개발 계획을 종식시키기 위한 새로운 6자 회담이 성과를 거둘 것이라는데 대해 낙관하고 있다고 말했습니다.
반 장관은 이번 주 콘돌리자 라이스 국무장관 및 6자 회담 미국측 수석 대표인 크리스토퍼 힐 국무부 동아시아 태평양 차관보와 북핵 해법을 조율하기 위해 워싱턴을 방문하고 있습니다.
반장관은 21일 CNN-TV 방송에 출연해 8월 마지막 주에 재개될 6자 회담이 성공을 거둘 것으로 생각하느냐는 질문에 참가국들이 북핵 문제에 관한 실질적인 해결을 가져올 수 있을 것이라는 데에 다소 낙관하고 있다고 밝혔습니다.
3주째 계속됐던 4차 6자 회담은 어떠한 합의의 조짐도 보이지 않은 가운데 지난 7일 결렬됐습니다. 남북한과 미국, 중국, 러시아, 일본이 참가하고 있는 6자 회담은 8월 마지막 주에 재개될 예정입니다.
현재 핵심 문제가 되고 있는 사항은 북한이 에너지 생산을 위한 평화적인 경수로를 보유할 권한이 있다고 주장하고 있는 문제로 미국은 북한의 경수로 보유 요구를 일축하고 있습니다.
반 장관은 북한이 자체 모든 핵무기와 핵무기 개발 계획을 폐기하고 국제원자력기구, IAEA 안전 규정에 응할 경우 남한은 북한의 평화적 목적의 경수로 개발이나 사용에 반대하지 않을 것이라고 말했습니다.
반 장관은 한국은 이 문제와 관련해 특히 미국을 비롯한 다른 참가국들과 매우 긴밀히 논의해야할 필요가 있다고 말했습니다.
반기문 장관은 6자 회담을 위한 특별한 시간이 잡힌 것은 아니지만 이 문제를 가능한 한 조속히 해결해야할 것이라고 강조했습니다. 반 장관은 북한은 자체 모든 핵무기 개발 계획들을 기꺼이 폐기하기로 마음을 정한 것으로 보인다고 덧붙였습니다.

South Korean Foreign Minister Ban Ki-Moon said he was "optimistic" that a new round of six-party talks aimed at ending North Korea's nuclear weapons drive would yield results.
Ban is in Washington to meet with US Secretary of State Condoleezza Rice and the chief US delegate to the six-party talks, Christopher Hill, this week.
Asked in an interview with CNN if he thinks the next round of six party talks will be successful, Ban replied: "I think we are more or less optimistic that we'll be able to result in substantive resolution of the nuclear weapons program this time."
The six-party talks broke off on August 7 for three weeks without any sign of agreement on how to get the Stalinist state to abandon atomic weapons.
The talks, which involve the two Koreas, the United States, China, Russia and Japan, are scheduled to resume in the final week of August.
A key sticking point was Pyongyang's insistence on the right to retain peaceful atomic reactors to produce energy, a demand rejected by the United States.
Ban said South Korea would not object to North Korea developing or using nuclear reactors for peaceful purposes once it has dismantled all its nuclear weapons and programs and complied with International Atomic Energy Agency safeguards.
"We have to discuss this matter very closely, particularly with the United States, and other participating countries.
The South Korean minister said the talks have no specific timeframe, but stressed that "we have to resolve it as soon as possible."
"North Koreans seem to have made up their mind that they are willing to abandon all nuclear weapons and nuclear programs," Ban said.
