세계유가 상승세 여전 - 비축 석유, 정제시설 부족등 유가상승 자극 (영문기사 첨부)


국제 유가가 연일 최고치를 경신하고 있습니다. 현재 국제 유가는 1년 전에 비해 무려 50% 이상 상승했습니다. 이 같은 고유가는 세계 경제에 심대한 타격을 줄 것으로 보입니다.

최근 국제원유가격은 지난 1979년 이란 회교혁명으로 촉발된 제2차 석유위기로 폭등했던 80달러선에 근접하는 배럴당 67달러까지 치솟았습니다. [포브스투자자문협회]의 석유산업 담당 바한 잔지지안 씨는 최근의 유가 폭등에는 몇가지 요인이 있다고 말합니다.

“현재 석유는 생산하는 대로 모조리 소비돼 버리는 상황으로 비축할 여력이 없기 때문에, 이런 문제들이 점점 더 유가 상승에 영향을 미치고 있습니다. 또 사우디 아라비아에서는 안보상의 우려가 대두되고 있습니다. 이라크, 베네수엘라와 나이지리아에서는 정국 불안이 계속되고 있으며, 또 다른 주요산유국인 이란은 핵계획때문에 연일 뉴스보도에 오르면서 불안이 높아가고 있습니다.”

지난 주부터 시작된 이란의 핵계획에 관한 유럽연합 국가들과 이란의 협상 재개는 세계 석유 확인매장량의 10%를 갖고 있으며, 석유수출국기구, OPEC의 제 2의 산유국인 이란에 대해 앞으로 미국이 제재를 가할 경우, 석유 공급에 충격을 줄 것을 우려하는 석유 거래업자들에게 부정적인 트리클다운 효과를 주었습니다.

생산시설과 정제시설의 부족도 유가 상승을 부채질하고 있습니다. 지난 7월 20일 이후 미국내 14개 정유공장의 생산차질은 공급이 수요를 충족시키기에 부족할 것이라는 추측을 낳게 했습니다. 일부 분석가들은 앞으로 만약 정제시설의 문제와 중동지역의 긴장이 계속될 경우, 유가가 배럴당 70달러까지 상승할 것으로 전망하고 있습니다.

이 같은 고유가는 98년 전에 석유 수출을 시작한 이래 최대 규모인 430억 달러를 올해에 석유 수출로 벌어들인다는 목표를 세웠던 이란 같은 산유국에게는 희소식이 되고 있습니다. 그리고 러시아는 유가가 1달러 상승하면 14억 달러의 재정수입이 늘어납니다. 전문가들은 러시아 경제가 지나치게 석유의존적이고 또 에너지가격 변동에 아주 취약하다고 생각하고 있지만, 지금 현재로서 러시아의 전망은 아주 좋은 편입니다.

석유수입의 급증을 흡수하려는 노력은 산유국들에게 문제들을 야기할 수가 있습니다. 워싱턴 DC 소재 두뇌집단인 [세계개발센터]의 윌리엄 클라인 연구원은 일부 산유국들이 당면한 과제는 부패 방지라고 말합니다. 클라인 연구원은 지난 수년간 막대한 석유 수입이 부패한 정부관리들에게 흘러들어가고 있는 나이지리아가 그 한 예라고 말합니다.

베네수엘라와 같은 나라는 넘쳐나는 석유수입을 정치적인 영향력을 행사하는데 사용하고 있습니다.

“이상적으로 말하면, 예를 들어 이같이 엄청난 가격으로 석유를 수출하는 산유국은 이 같은 초과 수입을 부채 상환에 써서 과거에 빌려왔던 빚을 갚아야 할 것입니다. 그러나 그 대신에 이 엄청난 수입을 놓고 단기적인 정치적 목표에 사용하고픈 유혹도 받게 될 것입니다. 베네수엘라를 예로 볼 때, 부채로 파산한 아르헨티나 기업들을 인수하거나 정치적인 연대를 위해 에콰도르의 기업들을 인수하기도 했습니다. 또 지속되거나 지속되지 않은 사회계획도 있습니다. 일반적으로 산유국들의 과제는 이 호시절을 현명하게, 그리고 지속적인 토대 위에서 이용하는 것입니다.”

산유국들이 점점 부유해지는 가운데 소비자들은 유가 상승의 효과가 석유부문 뿐만 아니라 석유 관련 제품가에도 파급될 것으로 우려하고 있습니다. 고유가는 일반적으로 안정된 통화나 고유가의 충격을 흡수할 수 있는 경제 성장을 할 수 없는 석유수입국들에게 심각한 타격을 안겨주고 있습니다.

클라인 연구원은 고유가가 경제예측자들에게 앞으로 세계 경제전망을 가늠하는데 있어서 아주 민감하게 만들고 있다고 말합니다. 그러나 클라인 연구원은 고유가의 충격이 생각처럼 그렇게 심각하지는 않을 것으로 낙관하고 있습니다.

“나는 고유가가 반드시 부정적인 측면만 있는 것은 아니라고 생각합니다. 나는 고유가가 다시 한번 우리에게 근본문제를 제기하고, 또 미국이 대체에너지원으로 전환하기 위해 높은 해외석유의존도를 완화할 것인가 하는 물음과 산유국측으로서는 자원을 현명하게 사용해야 한다는 과제를 제기하고 있다고 생각합니다.”

클라인 연구원은 고유가가 지속적인 효과를 나타낼 것인가 의 여부는 앞으로 6개월 이내에 판가름날 것이라고 말했습니다. 현재 세계경제는 고유가를 고려에 넣지 않을 수 없게 되었습니다. 국제통화기금, IMF는 세계경제가 금년과 내년에도 4% 이상의 높은 성장세를 지속할 것으로 전망하고 있습니다.

INTRODUCTION: Oil prices have again reached record highs. The price for a barrel of oil is now fifty per cent higher than it was last August. VOA's Kathie Scarrah produced this look at the impact higher oil prices have on the global economy. It's narrated by Crystal Park.

NARRATOR: The price of a barrel of crude oil has soared to nearly 67 Dollars , nearing the inflation-adjusted record rate of 80 Dollars a barrel reached in 1979, following the Iranian revolution. Vahan Janjigian follows the oil industry for the Forbes Investor Advisory Institute. He says there are several factors contributing to the boom in oil prices.

SOUNDBITE:Vahan Janjigian, Forbes Investor Advisory Institute "We're in a situation where we're consuming everything we're producing, and there's very little slack left, these issues become much more important. There are security concerns in Saudi Arabia. There's political instability in Iraq and Venezuela, in Nigeria and now Iran, another major producer is in the news, so that's a major concern."

NARRATOR: The resumption of Iran's nuclear conversion program last week had a trickle-down effect on oil dealers who feared a potential impact on supplies from OPEC's second-largest producer if the United Nations were to respond with sanctions against Iran, which holds 10% of the world's proven oil reserves. A lack of production and refining capacity has also contributed to the spike in prices.

Since July 20th, 14 disruptions at U-S oil refineries have fueled speculation that supplies will be insufficient to meet demand. Some analysts have predicted that oil will likely go past 70 dollars a barrel if refinery problems and tensions in the Middle East persist. That's good news for oil exporters such as Iran, which already has projected revenues of $43 billion dollars from oil exports this year, the largest since Iran began exporting oil 98 years ago. And Russia, which receives an extra 1.4 billion dollars in revenue for every one dollar increase in the price of a barrel of oil.

Experts consider Russia's economy to be overly-dependent on oil and vulnerable to the swings in energy prices, but for now the outlook in Russia is sunny. Trying to assimilate a sharp increase in Petro-dollars, as they are known, can cause problems for oil producers. William Cline, an economist with the Center for Global Development, a Washington, DC think tank, says the challenge for some nations is to avoid corruption. He says one example is Nigeria, where over the years, oil funds have been siphoned off by corrupt government officials. Other nations, such as Venezuela spend their surplus cash to trying to win political influence.

SOUNDBITE: William Cline, Economist "Ideally a country that is exporting oil with these huge prices ought to be, for example using the extra money to get rid of its debt, to pay back the debt that it's built up in the past. But instead there's a tremendous temptation to use it for short-term political objectives. In the case of Venezuela for example, there were lots of initiatives such as buying debt from Argentina, which has gone bankrupt on some of its debt, or from Ecuador in some political solidarity. There are social programs that may or may not be sustainable. For oil producing countries in general the challenge has been to use the good years wisely and on a sustainable basis."

NARRATOR: While oil producers get richer, consumers feel the effect of rising prices not just of oil but of many petroleum-based products. And higher oil prices have a larger impact on developing countries that are oil importers because they usually don't have a stable currency or economic growth to absorb the high oil price shock. NARRATOR: Mr. Cline says higher oil prices make forecasters nervous about where the global economy is going. But he is optimistic that the impact of higher prices is not as bad as it could be.

SOUNDBITE: William Cline "I don't think it all adds up to a doomsday scenario. I do think though that it raises the fundamental once again and should raise questions on whether the U-S is doing enough to ease off on its very high dependence of imported oil, to shift toward renewable sources of energy, and for the producers, it raises once again the challenge of using resources wisely."

NARRATOR: Mr. Cline said the real test of whether high oil prices this summer will have a lasting impact will show up in about six months. For now, the global economy appears to have taken the high prices into account. The International Monetary Fund still forecasts overall global growth of greater than 4 per cent this year and next.
