세계의 빈곤에 대한 미국의 소홀함이 테러리즘의 온상이 되는 빈곤국가 형성을 부채질 하고 있다고 유엔의 빈곤문제 특별 고문인 제프리 삭스 미 컬럼비아 대학 교수가 지적했습니다.
삭스 교수는 9일, 다우존스통신과의 인터뷰에서 이같이 지적하고 죠지 부쉬 미국 대통령이 테러리스트 활동조성에 있어서 빈곤의 역할을 인정하고 있으나 그의 말처럼 빈곤문제를 더는데 있어서 확고한 지원조치는 취하지 못하고 있다고 말했습니다.
제프리 작스 유엔 고문은 또 세계의 빈곤에 대한 전쟁에서 먼저 승리하지 않고는 테러와의 전쟁에서 승리를 거둘 수 없다고 경고했습니다. 삭스 고문은 그 밖에 세계의 주요 선진국들이 전세계의 10억에 달하는 극빈인구수를 2015년까지 절반으로 줄이는 목표달성을 위한 유엔의 밀레니엄 계획에서 약속한 바를 대부분 지키지 않고 있다고 지적했습니다.
삭스 고문은 선진국들의 이 같은 약속 불이행은 세계 대부분의 개발도상 지역을 경제적 불균형에 빠뜨리고 국제테러조직의 성장을 촉진하고 있다고 말했습니다.

The United Nations top advisor on poverty says U.S. neglect of global poverty is fueling the creation of impoverished states that are breeding grounds for terrorism.
In an interview (with Dow Jones Newswire) published today (Tuesday), Jeffrey Sachs said President Bush has acknowledged poverty's role in nurturing terrorist activity, but he has failed to match his rhetoric with concrete steps to help alleviate the problem.
The U.N. advisor said the war on terror will never be won without first winning the war on global poverty.
Mr. Sachs said most developed nations were not meeting their commitments set out in the U.N.'s Millennium
Development Goals -- a set of targets for cutting in half the estimated number of one billion people living in extreme poverty by 2015.
He said the failure to meet these goals is condemning large parts of the developing world to economic despair and feeding the growth of international terror networks.
