Iraq's government expressed condolences and sent best wishes to Egypt in its fight against what it called "the cancer of terrorism that threatens the peace of the entire world."
French President Jacques Chirac expressed his country's solidarity with Egypt and his government's absolute determination to fight terrorism.
Russian President Vladimir Putin said international terrorism is seeking to spread fear throughout "the civilized world." He called on all nations to work together to defeat terrorist attacks.
The U.S. government is vowing to work with Egypt to defeat terrorism. Secretary of State Condoleezza Rice described terrorism as a scourge that knows no boundary and respects no creed.
Iran also condemned the bombings, but urged western nations to avoid blaming Muslims by imposing conditions on their communities.
