[인터뷰] 6자 회담 전망 - 태평양 문제 연구소 고든 플레이크 연구실장 (영문기사 첨부)


이달 말 재개될 예정인 북한 핵 문제 해결을 위한 6자회담을 앞두고 미국과 한국 등 회담 참가국들은 사전 분위기 조성을 위한 활발한 움직임을 벌이고 있습니다.

한국 정부는 특히 12일 북한이 핵 계획을 포기하는 것을 전제로 북한에 대한 2백만 킬로와트의 전력 지원 방안을 발표했습니다.

워싱턴 소재 맨스필드 태평양 문제연구소의 한반도 전문가인 고든 플레이크씨와의 인터뷰를 통해 6자회담 전망 등에 대한 의견을 들어봅니다.

질문: 이번 회담은 지난해 6월 3차회담을 끝으로 1년 이상 중단됐다가 열리는 것입니다. 그동안 북한의 회담 복귀와 관련해 우여곡절이 많았는데, 회담 전망을 어떻게 보십니까.

답변: 북한이 회담에 복귀하기로 한 것은 긍정적인 사태진전임이 분명합니다. 왜냐하면 6자회담이 없이는 북한 핵 문제를 외교적으로 해결할 방도는 없기 때문입니다. 따라서 회담이 열린다는 사실은 적어도 우리가 외교적 해결을 위해 다시 한번 노력해볼 기회가 생긴 것을 의미합니다.

하지만 지난 10년 간 이 문제를 다뤄오면서 부딪혔던 똑같은 걸림돌이 여전히 그대로인 상태입니다. 따라서 회담 전망은 그다지 밝지 않은 상태입니다. 북 핵 문제 해결은 매우 어렵고 힘든 과정입니다.

질문: 만일 이번 회담에서 진전이 없을 경우 부시 행정부는 다음 단계로 어떤 조처를 취할 것으로 생각합니까?

답변: 그렇게 된다면 미국은 이 문제를 놓고 6자회담의 나머지 4개국과 긴밀히 협의할 것입니다. 바로 이 것이 6자회담의 일차적인 목적입니다. 즉 회담이 실패로 끝나면 이는 미국과 북한 간의 실패가 아니라 북한이 나머지 5개국의 일치된 의지를 거부하는 것이 됩니다. 미국은 우선 우방 및 나머지 6자회담 당사국들과 협의하게 될 것입니다.

그 다음에는 압력을 강화할 것인데, 이는 핵확산금지조약을 강화하는 것이 될 수도 있고 북 핵 문제를 유엔 안보리에 상정하는 것이 될 수도 있습니다. 어쨋든 북한에 대한 압력은 강화될 것입니다.

질문: 회담의 실패를 어떻게 규정할 수 있겠습니까.

답변: 내 생각에 이번 6자회담은 아마도 마지막이 될 것으로 보입니다. 만일 진전을 이룬다면 북한 핵 문제의 해결을 가져오는 쪽으로 발전하게 될 것입니다.

하지만 미국은 지난해 그랬던 것처럼 북한이 회담에 참석은 하되 아무런 진전도 이루지 못하면서 기다리기만 하는 형식을 되풀이하려 하지 않을 것입니다. 회담이 성공하려면 북한이 우라늄 농축계획을 포함한 핵 야심을 포기하겠다고 분명히 밝힌 뒤 이를 이행하기 위한 방안이 논의돼야 합니다.

반면 북한이 핵 보유를 주장하면서 핵 보유국으로 취급해줄 것을 요구하고, 또 우라늄 농축 계획은 부인하는 식이라면 전망은 없습니다.

질문: 그럴 경우 중국이 북 핵 문제를 가령 유엔 안보리에 상정하려는 미국의 입장에 동조할까요?

답변: 지켜봐야 할 것입니다. 하지만 중요한 것은 이번 회담은 중국이 이 문제와 관련해 동조할 것인지 여부를 확인하기 전에 밟아야 할 필요한 단계라는 점입니다. 이것으로 충분할지는 모르겠지만 필요한 조처인 것만은 분명합니다. 이런 사전 단계가 없이 현재대로라면 중국은 미국의 입장에 동조하지 않을 것입니다.

질문: 한국 정부가 12일 발표한 대북한 2백만 킬로와트 전력 지원 계획을 어떻게 평가하십니까. 이 제안이 북한이 핵을 포기하도록 하는데 기여할 수 있다고 보십니까.

답변: 이번 제안은 혁신적인 것입니다. 이는 한반도에너지개발기구를 통해 경수로를 지원하는 기존의 계획을 뛰어넘는 것으로 긍정적인 움직임이라고 생각합니다. 물론 미국이 이 계획을 지지할 것이냐 하는 문제는 6자회담이 어떻게 진행되느냐 여부에 달려있습니다. 하지만 현 단계에서 미국이 이 제안에 반대할 가능성은 없으며 오히려 아마 적극 지지할 것입니다.

질문: 북한은 이 제안에 대해 북한을 방문했던 정동영 통일부장관으로부터 직접 설명을 들었습니다. 북한이 긍정적으로 반응할 것으로 생각합니까.

답변: 그렇게 되기를 바랍니다. 6자회담과 관련해 핵심적인 문제는 북한이 핵 계획을 포기하고 국제사회와 관계를 개선하겠다는 생각으로 협상에 진지한 자세로 나오느냐, 아니면 남한을 자기 편으로 끌어들이기 위한 단기적인 전술에서 회담에 임하느냐 하는 것입니다. 이 문제에 대한 답은 6자회담이 열리면 곧 알게 될 것입니다.

1. Q: As you well know, the 4th round of multi-party talks to deal with the North Korean nuclear issue will be resumed later this month. What is your prospect for the talks?

A:Well, to be clear, the fact that they are resuming is a positive development. It’s a good thing. Without talks, there is no possibility of moving forward with a real cherished diplomatic resolution on this issue.

So the fact that they are convened means that there is at least a chance now for us to give diplomacy a serious try. However, the same underline obstacles the resolution is very difficult issue that existed for the last decade, still exist. So any level ahead analysis of this situation really has to include that the prospects for resolution still remains very low. It’s very a challenging and difficult situation.

2. Q: What would be the next step the Bush administration will take if the talks make no progress?

A: That’s of course very hypothetical. If the talks don’t succeed or they fail, or North Korea does not come to the talks prepared to make progress, then the next step will be US will consult closely with the other five parties, the other four parties in addition to US in the talks.

The primary objective of the six party talks format is preciously that. If it fails, it’s not just a bilateral failure with the onus returning to the United States, but it is a rejection of the united will of the other five parties, so the first step will be the consultation with US allies and other parties involved.

And then of course, I think you will see increased pressure, whether it’s strengthen NPT security initiative, whether it is an attempt to move this issue to security council, one way or the other, there will be an increased pressure.

3. Q: How would you define their failure of talks and no progress?

A: I think, one way or the other, this round of six party talks will likely to be the last. And if it succeeds and progresses, obviously, it will be moving toward resolution on this issue. However, there is no stomach for or willingness to return to something like we had last year, where North Koreans were in transit and they don’t talk, they don’t allow, and then we wait another year until they come back.

I think the clear indications are the North Koreans express clearly to ban the nuclear weapons program, including HU program. And they began to lay out on the table their terms for that. It’s a clear way that they are negotiable.

But if they come in and saying that they have a nuclear power, and if they demand to be treated as nuclear power, and then they deny the existence of Uranium enrichment program, then the prospects are very limited.

4. Q: Let’s suppose that North Korea decides not to give up the nuclear program, and the talks are defined as a failure, will Chinese government agree with US to take this issue to United Nations?

A: Well, that’s a very important question. We will have to wait and see. But I think the important thing is that this round of talks is a necessary step that to be taken before China would be willing to take that move. It may not be a sufficient step, but it’s certainly a necessary step. In other words, in current context, having not made this attempt, the Chinese are unlikely to go.

5. Q: My next question is, south Korean Minister of Unification Chung Dong-young announced that the South would provide 2000 megawatts of electricity to the North if the North agrees on the nuclear disarmament. What is your take on this and, will this aid plan contribute to the purpose of denuclearizing the Korean peninsula?

A: It’s an innovative plan. In some respect, it’s doing what US would like, which is moving beyond a KEDO format and RW format, which at this point has so very little support her in Washington.

So South Korea to move that direction is a positive move. Of course, US will support for that plan is highly contingent upon progress of the six party talks. So at this point, I think US is unlikely to oppose that initiative, in fact, it will probably be quite supportive of it. Again, there is a progress made in six party talks.

6. Q: In fact, North Korean already been heard about the proposal. Will North Korea react favorably to the Korean offer?

A: Well, we hope so. The real question about this six party talks is whether North Korean is coming to the talks with sincere willingness to negotiate a way of nuclear program and change the relationship with region or is just a short term tactical move designed to get South Korean induced. And again, we will see that when the talk is held on the 25th.
