[미국은 지금] 어린이와 청소년들의 생활 환경 개선을 위해 호소하는 단체 ‘미국의 약속’의 취지와 활동 (영문기사 첨부)


미국내 시사현안과 화제가 되고 있는 소식들을 알아보는 미국은 지금 시간입니다.

콜린 파월 전 국무 장관이 요즘 미국 어린이들과 청소년들의 건강 복지와 교육 환경 개선을 위해 바쁘게 뛰고 있습니다. 최근에는 ‘어린이와 청소년을 위한 미국 최고의 100대 지역 사회’란 전국적인 운동을 전개하며 청소년에 대한 지역사회의 관심과 보호를 호소하고 있습니다.

김영권 기자와 함께 자세한 내용 알아보겠습니다.

문: 파월 전 장관 하면 정당을 초월해 미국인들에게 큰 사랑과 인기를 받고 있는 인물인데요. 아마도 이런 사회 봉사활동을 앞에서 적극 펼치는것이 인기를 받는 원인들가운데 하나가 아닐까 싶습니다. 먼저 파월 전 장관이 주도하는 이 어린이, 청소년 지역 사회 운동의 취지와 목적부터 전해주시죠?

답: 네, 파월 전 장관은 지난 1997년 비영리 기구인 ‘America’s Promise’ 즉 ‘미국의 약속’이란 단체를 설립해 지금까지 이사장을 맡으면서 활발한 어린이-청소년 관련 운동을 펼쳐오고 있습니다. 이 단체는 미국내 1천 5백만여명의 어린이와 청소년들이 어른들의 관심과 보호, 교육과 의료 복지 지원을 충분히 받고 있지 못하다는 현실을 우려하며, 지역사회가 이를 개선하고 뒷받침해줘야 한다는 취지에서 설립됐습니다.

파월 전 장관은 지난달에 가진 한 기자회견에서 미국은 재능과 돈 등 인적, 물적 자원이 풍부한, 세계에서 가장 부유한 국가임에도 불구하고 아직도 기초적인 도움을 필요로하는 청소년들이 많다고 지적하고 그들이 성공적인 삶을 살 수 있도록 지역 사회가 보다 낳은 기회와 환경을 제공해야 한다고 강조했습니다.

문: 이 단체가 지역사회와 함께 벌이고 있는 운동들은 어떤 것들이 있습니까?

답: 이 단체는 5 가지의 약속을 지역사회가 청소년들에게 지켜주자고 촉구하고 있습니다. 즉 청소년들의 생활환경에 대한 어른들의 보호 보장, 성장에 필요한 안전한 장소 제공, 기초적인 의료 보건 지원 , 효과적인 교육을 통한 실용적 기술 배양, 그리고 지역사회에 대한 환원 활동 등입니다. 파월 전 장관은 특히 어린 청소년들에 대한 기초 교육 능력을 강조하면서 미국 청소년들이 다른 경쟁국 청소년들에 비해 수학과 과학 실력이 뒤쳐지고 있다는 최근의 평가 결과들은 미국의 미래 경쟁에 있어 긍정적인 조짐은 아니라고 말했습니다.

파월 전 장관은 21세기의 치열한 경쟁시대에 살아남기 위해서는 경쟁 가능한 기술 능력이 필요하다고 말하고 현재 경쟁국인 중국과 인도가 기술 인적 자원들을 많이 배출하고 있다는 사실을 봤을때 미국도 청소년들이 필요한 관련 교육을 제공할 수 있는 여러 제반 여건들을 확보해야만 한다고 강조했습니다.

문: 이 단체가 지난 9년가까이 운동을 전개하면서 여러 성과들이 있었을 것 같은데요.

답: 이 단체의 마가렛 살리 회장은 지난 1997년 단체가 설립된 이래 여러 공공 기관 및 민간단체들과 손을 잡고 운동을 전개했다며, 그 결과 지역사회의 어린이 청소년 관련 써비스들이 전보다 많이 증가했다고 말했습니다.

살리 회장은 지난 9년동안 전국적으로 멘토와 연결된 청소년들이 2백만명을 넘어섰다고 말했습니다. 멘토는 청소년들에게 생활 전반에 걸쳐 조언과 상담 역할을 해주는 사람들을 말합니다.

그 밖에 3백만명 이상의 어린이들이 방과후 프로그램과 이들이 갈 수 있는 안전한 장소를 제공받고 있으며, 4백만명 이상이 기본적인 건강 보험, 백 만명 이상이 정기적으로 지역 사회에서 자원 봉사 활동을 하고 있다고 말했습니다.

살리 회장은 그러나 미국에는 아직도 열악한 환경에 처한 많은 청소년들이 도움의 손길을 기다리고 있다고 덧붙였습니다. 그 가운데는 흑인과 ‘라티노’로도 불리는 히스패닉 등 소수계 저소득층들이 주를 이루고 있습니다.

문: 이 단체가 최근 ‘청소년을 위한 미국 최고의 100대 지역 사회’선발 대회를 개최한다고 발표했는데, 어떤 대회인지 좀더 자세히 전해주시죠

답: 민간 단체 ‘미국의 약속’은 오는 7월말까지 전국의 각 지역 사회로부터 응모를 받아 이 가운데 어린이-청소년 대상 프로그램을 가장 모범적으로 운용하고 있는 100 개의 도시를 선발할 예정이라고 최근 발표했습니다. 선발 기준은 지역사회가 청소년들의 필요를 얼마나 충족시켜 주고 있는가? 입니다.

예를 들어, 지역내 공원과 놀이터를 포함해 여러 청소년들의 이용 공간과 교육 활동들을 얼마나 체계적으로 제공하는가? 또, 어른들의 보호와 지도가 부족한 저소득층 또는 가정 불화가 있는 자녀들에게 멘토, 즉 조언자들을 효과적으로 제공하는지의 여부, ‘방과 후 프로그램이 얼마나 다양한가 ?’등을 평가하는 것입니다.

문: 도시들간의 경쟁도 치열할 것으로 예상되고, 평가도 매우 까다롭다고 하던데….주최측은 이번 선발에 어떤 자격 요건을 요구하고 있습니까?

답: 이 단체는 미국 전역에서 적어도 수 천개 이상의 도시들이 선발전에 지원할 것으로 예상하고 있다고 밝혔습니다.

평가에 필요한 요구 조건도 앞서 말씀드렸던 여러 청소년 대상 활동에 대한 지역사회의 비젼과 창조성 여부에 대한 서류뿐아니라 지역내 어린이와 청소년 가운데 3명 이상의 수기도 필수적으로 제출토록 요구하고 있습니다.

이 수기의 주제는 ‘당신은 왜 당신의 도시가 제공하는 프로그램이 당신의 삶을 변화시켰다고 생각하는가? 입니다. 이 단체의 설립자겸 이사장인 콜린 파월 전 장관은 이 공개 선발 대회의 궁극적인 목적은 우승도시를 뽑는 것보다는 어린 청소년들이 그들의 미래를 준비하기 위해 최선의 삶을 시작할 수 있도록 미국과 세계의 지역사회가 돕는데 있다고 말했습니다.

Former U.S. Secretary of State Colin Powell is the founding chairman of a non-profit organization called America's Promise. As part of this program, Powell has announced a national campaign to identify the one hundred best
communities for young people in the United States. This initiative encourages all communities to raise their standard of services and programs for at-risk youth. Robin Rupli reports:

An estimated fifteen million young people in America are currently considered at risk - that is, they don't have adequate adult supervision, education or health care. Marguerite Sallee (sal-LEE), America's Promise president and CEO says the campaign to identify the One Hundred Best Communities for Young People is part of a larger effort to raise community awareness of the urgency to protect and nurture America's young.

"One of the things we're finding is that families, by necessity are working harder than ever. And so we're looking for more caring adults in a young person's life - really encouraging more involvement by neighbors, by relatives, by mentors, a coach, teacher, religious leader. So we're looking for more people to be thoughtful about being loving, caring adults in the lives of
the young people they know or touch."

America's Promise makes five promises to young people: the guarantee of caring adults in their lives; a safe place to grow up; a healthy start; marketable skills through effective education; and the opportunity to give back to their community. The One Hundred Best Communities campaign will identify those communities which have best demonstrated their
commitment to all young people, but especially those most in need -- by providing plenty of venues for structured activities, including parks and playgrounds; mentors for children who lack the guidance of a responsible adult; and enriching after-school programs.


"Now it's time to reach up to all communities to gather in the best lessons that are out there, to gather in the energy that is out there.."

Founding chairman Colin Powell announced the new 100 Best Cities for Youth in America initiative at a press conference in May. He recalled the first America's Promise summit in 1997 where all living U.S. presidents convened in
Philadelphia with corporate and community leaders to discuss the future of America's youth.

". . . to take a look in the mirror and say to ourselves, 'This is the wealthiest country on the face of the earth. We have the greatest pool of talent, of money, of resources. So why should there be young people in our nation who are in need, who don't have the basic things that they need to be successful in life?'"

Statistics show American children lagging behind many of their foreign counterparts in the areas of math and science. This does not bode well, says Mr. Powell, for American competition in the global marketplace.

"They need a skill to compete in the kind of economic 21st century workplace where those nations that we thought might be competing with us in a more dangerous way years ago, now they're competing with us economically. And China is producing all these engineers, India is (also), other nations are. And we have to make sure that our youngsters are getting the
skills they need."

(OPT) Since its inception of in 1997 and the relationships it has cultivated with the public and private groups, America's Promise president Marguerite Sallee says there has been an increase in the services afforded at-risk youth
nationwide.

"Through our different alliance partners, we now have two million more people who have mentors, three million more children have after school programs and safe places they can go, four million more have health insurance and about 1½ million young people are now volunteering on a regular basis. These are exciting numbers but we still have a long way to
go."

TEXT: Since May and through the end of July, thousands of communities are expected to apply to win a place on the One Hundred Best Communities for Young People list. To win, community leaders will be asked to demonstrate the scope and creativity of the services they provide children and teenagers. And they will be required to provide written testimonials from three young people stating why they think their hometown has made a difference in their lives. Colin Powell says this is not a means to "identify champions" -- but rather give inspiration to communities in the U.S. and around the world that by helping a young person get the best start in life is a good investment in everyone's future.
