자크 시라크 대통령은 31일, 프랑스 전국에 방영된 텔레비전 방송 연설에서 프랑스의 국민투표가 어렵고 불확실의 시대로 들어서게 만들었다고 지적하면서 이같이 말하고 유럽연합 문제를 다루어나감에 있어서 국가적 단결을 촉구했습니다.
시라크 대통령은 연설에 앞서 사임한 장-피에르 라파랭 총리의 후임에 도미니크 드 빌팽 내무장관을 임명하고 니골러스 사르코지 집권 대중운동연합 총재를 내무장관에 임명했습니다.
한편, 미국 워싱턴의 백악관 대변인은 프랑스 국민투표에서 유럽연합 헌법안이 부결됐음에도 불구하고 미국은 유럽연합과 협력해 나갈 것이라고 다짐하면서 유럽헌법안에 대한 결정은 프랑스 국민에게 달린 것이라고 말했습니다.

French President Jacques Chirac says the overwhelming vote against the European Union constitution in Sunday's referendum was not a rejection of the European ideal but a demand for action and results.
In a nationwide television address, Mr. Chirac said the vote has led to a period of difficulty and uncertainty but called for national unity in dealing with the issue.
Earlier, Mr. Chirac named Dominique de Villepin prime minister to replace Jean-Pierre Raffarin, who resigned after the vote. He also said Nicolas Sarkozy will return to the post of interior minister to replace Mr. de Villepin.
In Washington, a White House spokesman pledged cooperation with the European Union, despite the French vote, and insisted a decision on the constitution is up to voters in Europe.
