[집중해부]  계속되는 고유가, 무엇이 문제인가 <영문기사 첨부>


석유 수출국 기구, 오펙 (OPEC)이 일일 원유 생산량을 백만 배럴 증산할 것이라고 발표하자 석유 가격이 떨어지기 시작했습니다.

그러나 분석가들은, 석유 공급이 여전히 달리고 있는 데다가 수요는 더욱 빠른 속도로 증가하고 있기 때문에, 오펙의 원유 증산 조치는 미국이 직면한 보다 거대한 문제점에 대한 미봉책에 불과하다고 지적하고 있습니다.

원유가가 배럴 당 58달러에서 10퍼센트 이상 떨어졌지만, 추가로 하락하지는 않을 것으로 보입니다.

미국의 에너지부 산하 에너지 정보국 (US Energy Information Administration) EIA는 기준 원유 가격이 앞으로 최소한 2년 간, 배럴 당50달러 이상으로 유지될 것으로 전망하고 있습니다.

계속되는 이라크에서의 저항 운동과 나이지리아, 베네수엘라에서의 소요 사태를 비롯한 지정학적인 문제들로 인해서 거래자들 사이에 불안감이 조성되면서 원유의 고가 판매가 유발되고 있습니다.

EIA의 가이 카루소 국장은 그러나 지정학적 문제들이 고유가 현상의 유일한 원인은 아니라고 지적합니다.

“세계 원유 생산 능력은 99퍼센트에 육박하는 정도로 가동되고 있습니다. 따라서 심지어 어떤 소규모 돌발 사태나 사태 발전도 급변하는 유가 상승에 즉각 영향을 끼치고 있습니다. 이점이 바로 유가가 그처럼 급속 상승해 왔고 최근 며칠 동안에 급속히 하락한 이유입니다.”

카루소 국장은 오펙 회원국과 비회원국들이 최대 한도치의 석유를 생산하고 있다면서, 따라서 문제는 석유 공급이 아니라고 설명합니다.

“에너지 수요 증가를 주도하는 매우 견실한 세계 경제 성장이 지속되고 이 것이 석유 공급에 대한 불확실성과 결합되면서, 특히 유가의 급속한 변동성에 영향을 미치는 시장 심리의 일면으로 나타나고 있습니다.”

고유가 현상에 기여하고 있는 또 하나의 요인은 중국의 석유 수요 증가입니다. 중국은 러시아와 이란, 수단을 포함하는 여러 나라들과 수십억 달러 규모의 에너지 공급 계약을 체결하는 등, 외국으로부터의 원유와 가스 공급을 적극적으로 모색해오고있습니다.

세계 안보 분석 연구소 (Institute for Analysis of Global Security)는 중국이 지난 4년간 전세계 원유 수요 증가의 약 40퍼센트를 차지해 왔으며, 오는 2020년에 이르면 필요한 전체 원유 공급량의 60퍼센트와 천연 가스 공급의 30퍼센트를 수입에 의존하게 될 것이라고 전망하고 있습니다.

호주, 시드니에 있는 커먼웰쓰 은행의 상품 분석가인 데이비드 터텔씨는 중국이 만성적인 전력 부족에 직면해 있다고 말합니다.

“중국 내 제조업체들은 점차 디젤 발전기를 이용해서 자체 시설과 공장들을 가동하는 방향으로 전환하고 있습니다. 또한, 지난해 중국의 국내 총생산 성장이 눈에 띄게 둔화됐음을 보여주는 조짐도 전혀 나타나지 않았습니다. 2005년도 일사분기 중국의 국내 총생산 성장률은 9.5 퍼센트로, 기본적으로 이전과 거의 다름 없는 높은 성장을 기록했습니다.”

올해 미국의 일일 석유 수요는 지난해 보다 1.7퍼센트 증가한 평균 약 2천 백만 배럴에 달할 것으로 추산됩니다. 제트 연료 수요도 최대4.5퍼센트 증가할 것입니다. 미국 총 석유 수요의 약 절반을 점하는 가솔린은 올해에는 1.6퍼센트 그리고 내년에는 1.5퍼센트 증가할 것으로 예상되고 있습니다.

미국 석유 연구소 (American Petroleum Institute)의 레이놀드 더거씨는 현재 92퍼센트의 가동률을 보이고 있는 정유시설은 그러한 수요에 보조를 맞춰나가기 위해서 상당한 압력을 받게 될 것이라고 말합니다.

“정유시설은 정기 점검을 위해서 년간 한 두 차례 가동을 중단해야 하기 때문에, 결코 100퍼센트 가동률을 채울 수는 없습니다. 또한 예상치 못한 상황으로 가동을 중단하는 경우도 있습니다.”

도거씨는 새로운 정유 시설을 건설하거나 심지어 기존 시설을 확장하는 것은 매우 힘든 일이라고 설명합니다.

수십억 달러의 비용이 드는 데다가, 투자 이익은 다른 대부분 업계의 평균 수익금의 절반 정도에 불과합니다.

도거씨는 또한, 환경에 관한 우려도 지적합니다.

“그러한 작업의 대부분이 허가제인 것은 물론이고 지역 사회들이 새로운 정유 시설을 원하는지 여부도 중요합니다.”

조지 부시 미국 대통령은 지난 4월 27일, 대폭적인 에너지 증산안을 발표했습니다. 부시 대통령은 원자력 발전 개발에 박차를 가하고 석탄과 원유 생산을 증대하며, 재생 가능한 에너지 사용을 장려할 결의로 있다고 말했습니다.

부시 대통령은 또한 미국 내 퇴역 군사 기지들을 새로운 정유 시설 부지로 사용하도록 촉구했습니다.

부시 대통령은 미국의 해외 원유 의존 문제가 여러 해에 걸쳐서 파생되어 왔기 때문에 이를 해결하는 데도 시일이 걸일 것이라고 말했습니다.

그러나 대부분의 분석가들은 부시 대통령의 이같은 발언은 최소한 가까운 장래에도 변화무쌍하고 아마도 기록적인 고유가 현상이 지속될 것임을 의미하는 것이라고 지적하고 있습니다.

INTRO: After the Organization of Petroleum Exporting Countries announced it would increase oil production by up to 1-million barrels a day, oil prices began to fall. But analysts say increasing supplies is only a temporary solution to a much bigger problem here in the United States.

V-O-A's Paul Westpheling reports supplies still remain tight and demand is increasing at an even faster pace.

TEXT: Crude oil prices have fallen by more than 10 percent from a high of $58 a barrel but may not go down much farther. The U-S Energy Information Administration, or E-I-A, a division of the Department of Energy, forecasts the price of the benchmark grade of crude oil will remain above $50 per barrel for at least the next two years.

Geo-political problems, including the continued insurgency in Iraq and unrest in Nigeria and Venezuela, have made traders nervous, causing oil to sell at premium prices.

E-I-A Director Guy Caruso says these are not the only factors.

"The world's oil productive capacity is operating at close to 99 percent. Therefore, any surprise or any development, even small, immediately gets translated into volatility in prices. That's why prices have gone up very quickly and, in recent days, have gone down very quickly."

TEXT: Mr. Caruso says OPEC and non-OPEC countries are producing all the oil they can, so the problem is not with supplies.

"The uncertainty on the supply side combined with continued very robust world economic growth, which leads to world energy growth in demand, that's the market psychology aspect of volatility, particularly in oil prices."

TEXT: Another factor contributing to high oil prices is China's growing demand. It has been aggressively seeking oil and gas supplies from abroad, signing multi-billion dollar supply contracts with several countries, including Russia, Iran and Sudan.

According to the Institute for Analysis of Global Security, China alone accounts for some 40 percent of global oil demand growth over the past four years and it will depend on imports for 60 percent of its oil supply and 30 percent of its natural gas needs by the year 2020.

David Thurtell, a commodities analyst with Commonwealth Bank in Sydney, Australia, says China is facing chronic shortages of electricity.

"Manufacturing businesses have increasingly turned to diesel generators to power their factories and plants. There's no real suggestion that China's G-D-P growth [i.e., gross domestic product] has slowed noticeably at all in the last year. The numbers out for Q-1 growth [i.e., the first quarter of 2005] were 9-and-a-half percent and that's basically little changed."

TEXT: U-S petroleum demand is projected to average nearly 21 million barrels a day this year, up 1.7 percent from last year. Demand for jet fuel is up 4.5 percent. And gasoline, which accounts for almost half of America's total petroleum demand, is expected to increase 1.6 percent this year and another 1.5 percent next year.

Rayold Dougher of the American Petroleum Institute says refineries, which now are operating at 92 percent of capacity, will be hard pressed to keep up with demand.

"Since refineries shut down a couple of times a year for routine maintenance you can never really get to 100 percent capacity. Also, we also have the unexpected."

TEXT: Ms. Dougher says it's very difficult to build new refineries or even expand older ones in the United States. The cost can run into the billions of dollars and the return on investment is about half the average return for most other industries. She also points to environmental concerns.

"A lot of it is the permitting process alone and the communities too and whether or not these communities want a new refinery. "

TEXT: When he unveiled a sweeping energy proposal last month [April 27], President Bush said he was determined to spur development of nuclear power, increase coal and oil production and promote renewable energy. Mr. Bush also urged that decommissioned military bases in the United States be used as sites for new refineries.

The President says the United States' dependence on foreign oil is a problem that's been years in the making and that it will take time to resolve. But according to most analysts, that means years of volatile and, very likely, record high oil prices, at least for the near term.
