한편 남한은 북한의 핵개발 문제 분쟁에 관한 6자회담에 북한이 복귀하면 북한에 대해 중요한 제안을 마련하겠다고 약속했습니다.
남한의 이봉조 통일부 차관은 16일, 북한 개성에서 열린 남.북 차관급 회담에 남한 수석대표로 참석해 이같이 말했으나 중요한 제안 내용을 구체적으로 밝히지는 않았습니다.
북한은 남한의 이 같은 약속에 대해서는 반응을 보이지 않은채 남한측에 비료지원과 식량원조가 필요하다고 요청했습니다.

이보다 앞서 미국과 일본은 북한이 핵무기 실험을 단행하면 북한에 대한 제재조치를 취할 것이라고 경고했습니다.
미국 백악관의 스티븐 헤들리 국가안보 보좌관은 일요일인 15일, 텔레비전 방송과 프로그램에서 북한의 핵실험 실시는 중대한 도전적 행동이 될 것이라고 지적하면서 그에 대해 어떤 행동이 취해질 것이라고 경고했습니다. 일본의 집권 자민당 아베 신조 간사장 대리도 일본은 북한이 핵실험을 실시할 경우 북한에 대해 경제 제재조치를 취할 것이라고 경고했습니다.

The U.S. State Department says it supports recent efforts by Seoul to bring North Korea back to the six-party talks on ending its nuclear weapons program.
A State Department spokesman said the United States has been in touch with South Korean officials about new efforts to resume the six-party talks with Pyongyang. During their first working-level negotiations in 10 months today (Monday), South Korean officials promised North Korea what it called a new, substantial proposal if they return to disarmament talks.
The North did not respond to the comments on the nuclear talks, but requested fertilizer aid from the South and said it also needs food aid. The present talks come after the United States and Japan warned they will punish North Korea if it conducts nuclear testing.
