ADL의 에이브라함 확스맨 회장은 각국 정부들이 엄격한 반 차별 정책을 고수하고 법률을 집행하면, 유태인이나 다른 단체에 대한 폭력은 저지될 수 있다고 지적합니다.

A recent survey sponsored by the Jewish Anti-Defamation League (ADL) shows that anti-Semitism among Americans has decreased slightly in the last two years. The 2005 Survey of American Attitudes Towards Jews was based on a national poll of 1,600 American adults conducted in March. Robin Rupli has more about the survey and the A-D-L, the world's leading organization aimed at fighting anti-Semitism and bigotry around the world.
Fourteen percent of Americans, or approximately 35 million individuals, hold anti-Semitic views, according to the A-D-L survey -- down three percent from the same poll taken in 2002. That's good news, according to Anti-Defamation League president Abraham Foxman, but, he says, when it comes to Jews, old stereotypes die hard. Some of the questions in the survey were designed to get at these stereotypes: "Are Jews too powerful or influential?"; "Are they engaged in shady practices?"; and "Do they stick with their own kind?" Mr. Foxman says that for the most part, anti-Semitism is a latent attitude, not acted upon, except in the extreme.
"So you have your (Nazi hate group) 'Skin Heads', you have your Ku Klux Klan, you have your kid-violence which expresses itself in anger and frustration. These are public manifestations of it."
While the survey shows that anti-Semitic attitudes in America are somewhat less common, a separate A-D-L audit released at the same time as the survey reveals a 17 percent increase in anti-Semitic acts in the U-S -- the highest increase in nine years. These include physical and verbal violence; vandalism of synagogues, cemeteries and other Jewish institutions, and harassment in schools. The audit mirrors a spike in anti-Semitic acts in other countries, including France, Germany, Italy, Russia and Canada. The Anti-Defamation League attributes the increase to the rise in neo-Nazi and White supremacist groups and their growing popularity and power in the last year. Former Secretary of State Colin Powell recently spoke out against this disturbing trend during a ceremony at which he was presented with the Anti-Defamation League's highest honor, the American Democratic Legacy Award.
"We have made a statement and demonstrated that the U-S won't rest, this president won't rest and I can assure you that this retired General and Secretary of State will not rest as long as there is still a threat that says people can be discriminated against, can be looked down upon with disdain and hatred because they are Jewish or because they are black or because they are Muslim. We have not come this far in the new century or the centuries that have gone before to slip back into these pools of hatred."
Anti-Defamation League President Abraham Foxman says violence against Jews or any other groups can be deterred when governments adhere to strict anti-discriminatory policies and enforce the law.
"So if you can get away with it -- if bigots feel that there is a tolerance for their intolerance, for their anti-Semitism, you have more acts. So it does depend on a country's leadership, it depends on how willing political leadership, moral leadership, religious leadership is to stand up and say, 'it's unacceptable, it's un-American, its' un-Christian, it's un-French, it's anti-Muslim. . .where you have that, it tends to lessen, where you don't have that, it tends to increase."
The A-D-L survey indicates that education and age continue to be factors in anti-Semitism. Less educated people are more likely to hold anti-Semitic views, as are older people. Abraham Foxman believes the battle against prejudice and bigotry must begin in the home, since parents play a vital role in shaping their children's attitudes. He says schools can also exert a positive influence by promoting tolerance and respect for all peoples.
