[어린이 구호] 자선단체는 최근 발표한 한 보고서에서 현재 세계적으로 30여만명의 어린이들이 병사로 징집돼 있다고 말합니다. 이들 중의 거의 절반은 소녀들이며, 일부는 여덟살 정도의 어린 소녀들도 있습니다.
[어린이 구호]에 의하면, 우간다의 [주님의 저항군]은 6,500여명의 소녀들을 납치해 강제로 병사나 국내 노동자와 성노예로 착취하고 있습니다.
이들 대부분의 소녀들은 우간다 북부에서 납치됐습니다. [주님의 저항군]은 우간다 정부를 전복하고 10계명에 토대를 둔 정부로 대체되어야 한다는 모호한 메시지를 주장하는 자칭 예언자 조셉 코니가 지휘하는 반군 단체입니다.
[어린이 구호]의 우간다 책임자인 조프리 오이아트 씨는 [주님의 저항군]이 어린 소녀들과 소년들을 죽음으로 몰아넣고 있다고 말합니다.
“일단 납치되면 이 아이들이 머물 곳은 주님의 저항군 뿐이라고 믿게 하면서 어린이들을 조직적으로 희생자에서 범죄자로 바꾸는 일련의 인간개조작업을 하게 됩니다.”
유엔 식량농업기구의 토니 홀 미국 대사는 최근 우간다를 방문했습니다. 홀 대사는 우간다의 부모들은 그들의 자녀들을 보호하기 위해 아주 극적인 조치를 취해야 한다고 말합니다.
“나는 지금까지 세계 115개국을 방문해서 내전과 기근등으로 고통받는 수많은 사람들을 보았습니다. 그러나 실제로 이런 끔찍한 집단에 납치되지 않을 안전한 곳에서 잠잘 수 있기 하기 위해 이들의 부모들에 의해 그들의 집을 떠나서 낮에는 숨어있도록 했다는 겨우 네살에서 열일곱살에 이르는 이런 많은 어린아이들을 일찍이 본 적이 없습니다.”
이 밖에, 콩고와 스리랑카와 다른 나라의 무장 단체들도 소녀 병사들을 이용하고 있는 것으로 알려지고 있습니다. 전투가 끝나서 집으로 돌아온 소녀들은 종종 이들의 사회에서 소외되거나 처형되고 있으며, 또 이들은 난폭하고 다루기 어렵고 더럽고 난잡한 말썽꾼 정도로 취급을 받는다고 [어린이 보호]는 말합니다.
“스스로 자활할 방법이 없기 때문에 많은 소녀들이 어쩔 수 없이 더 큰 오명과 고립을 가져오는 매춘업에 빠지게 된다”고 이 보고서는 지적합니다.

In a recently released report, the Save the Children charity organization says that worldwide,
three-hundred-thousand children have been conscripted as soldiers. Almost half of them are girls, some as young as
eight years of age.
According to Save the Children, the Lord's Resistance Army in Uganda has kidnapped some
six-thousand-five-hundred girls who are forced to act as soldiers, domestic workers, and sex slaves. Most were
kidnapped in the northern part of the country. The Lord's Resistance Army is a rebel group under the leadership of
Joseph Kony, a self-styled prophet with a vague message that calls for the overthrow of the Ugandan government and
its replacement with a government based on the Ten Commandments.
Geoffrey Oyat is Save the Children's program manager in Uganda. Mr. Oyat says that the Lord's Resistance Army
forces both young girls and boys to kill.
"Once abducted, the children are systematically taken through a
series of orchestrated events which change them from victims to perpetrators because they begin to believe that the
only place they have is with the Lord's Resistance Army."
Tony Hall, U.S. Ambassador to the United Nations Agencies for Food and Agriculture, recently visited Uganda. He
says parents in Uganda must take drastic steps to protect their children.
"I've been to about one-hundred-fifteen countries in the world and
seen civil war and famine and lots of people suffering. But I have never seen thousands of children at a very young
age, from four all the way up to seventeen, actually being urged by their parents to leave their houses [and hide
during the day], to come in at night to sleep in someplace that is safe for them so they won't get abducted by this very
hideous group."
Armed groups in the Congo, Sri Lanka, and elsewhere are also reportedly using girl soldiers. Even when the fighting
ends, says the Save the Children report, "Girls returning home are often marginalized and excluded from their
communities. They are viewed as violent, unruly, dirty, or as promiscuous troublemakers." "With no other means of
supporting themselves," says the report, "many are forced to turn to sex work, making them ever more stigmatized
and isolated."
President George W. Bush says, "Those who create these victims. . . .must be severely punished."
