'고유가, 달러화 약세.. 아시아 경제 발목 잡을 것' - UN 보고서 <영문기사 첨부>


국제원유가의 폭등과 미국 달러화의 약세로 올 한해 아시아 지역 경제 성장률이 둔화될 것이라고 유엔의 경제 학자들이 경고했습니다. 유엔의 아시아-태평양 경제사회 위원회가 25일 발표한 보고서는 또한 중국 측에 보다 유연한 외환 및 금리 정책을 채택하도록 촉구했습니다.

유엔 경제학자들은 아시아- 태평양 지역에 대한 최신 보고서에서, 이 지역의 경제 성장율이 몇 년간 지속적으로 이어온 강한 성장세 끝에 올해는 둔화될 것이라고 전망했습니다.

아시아-태평양 지역에 대한 유엔의 연례 보고서는6퍼센트를 웃도는 성장률을 보일 것으로 예측하며, 올 한해 경제가 대체적으로 성장 기조를 보일 것으로 전망했습니다.

그러나, 이 보고서는 이 지역의 경제 성장율이 2000년 이후 최고치였던 지난해의 7.2퍼센트에는 미치지 못할 것이라고 밝혔습니다. 유엔 경제 학자 라지 쿠마르씨는 전 세계적인 고유가 현상과 금리 인상이 이 지역의 성장을 가로막는 원인이라고 말합니다.

미국의 재정적자 및 달러 하락세와 결합된 유가는 인플레이션 발생 위험과 고금리를 야기할 수 있다고 쿠마르씨는 지적하며, 따라서 지난 2,3년간 보여왔던 아시아-태평양 지역의 경제 성장율과 같은 수준을 기대할 수 없다고 말했습니다.

이번에 발표된 경제 보고서는 현재 3천8백만명으로 집계된 아시아 태평양 지역의 청년 실업자 수의 증가에 대해 경고하며, 각국 정부들, 특히 중국과 일본에서는 빠르게 늘고 있는 노령인구에 대한 대처방안을 세워야 한다고 밝혔습니다.

유엔 경제학자들은 중국 경제의 급성장에 대해 우려를 표명했습니다. 중국은 경제 성장 속도를 둔화시키려는 정부의 노력에도 불구하고 지난해 9.5퍼센트의 성장률을 보였습니다.

쿠마르씨는 억제되지 않는 중국 경제의 성장률은 전 세계적으로 바람직하지 못한 영향을 끼칠수도 있다고 말합니다.

보다 빠른 생산성이 동반된 경제 성장은 좀더 나은 상황이되겠지만, 만약 투자를 더 많이 함으로써 경제가 성장한다면 중국에서는 인플레이션 압박이 커질 것이고, 이것은 전 세계에도 영향을 끼치게될 것이라고 쿠마르씨는 지적했습니다.

이번 경제보고서는 중국 정부가 환율 및 금리 정책에서 보다 신축적인 자세를 보이라는 미국과 다른 국가들의 요청을 지지했습니다.

중국과의 무역에서 적자가 늘고있는 미국은 환율을 재평가할 것을 중국 정부에 거듭 촉구해왔습니다. 최근 수일간 중국 관리들은 일정을 정해놓지는 않았지만, 중국이 미국 달러화에 대한 중국 위안화의 고정환률을 풀기위한 준비가 돼있다고 말해왔습니다.

United Nations economists have warned that higher oil prices and a lower U.S. dollar will combine to slow the
Asian economies' growth this year. As Ron Corben reports from Bangkok, the U.N. Asia-Pacific survey also added its voice
to calls for China to adopt more flexible foreign exchange and interest rate policies.

United Nations economists, in their latest survey for the Asia-Pacific region, see growth slowing this year after
several successive years of strong increases.

The annual U.N. survey for the region provided a generally upbeat outlook for the coming year, predicting growth will be
above six percent.

But the survey said growth is unlikely to equal the seven-point-two percent reached last year, the best regional performance
since 2000. Raj Kumar, U.N. economist, said high global oil prices and a rise in interest rates were a source of concern for
the region.

"The oil price combined with the American deficits and falling dollar can lead to a high inflation and rate environment. So
we should not expect the same growth momentum in the last two to three years to carry on."

The economic survey warned the region about rising numbers of unemployed youth, now at 38 million, and said governments
have to deal with the fast-growing elderly population, especially in Japan and China.

The U.N. economists expressed concern over China's rapid economic growth, which expanded by nine-point-five percent
last year despite efforts by Beijing to cool it down.

Mr. Kumar said the unchecked growth in China's economy could have undesirable effects world-wide.

"Provided the growth is accompanied by faster productivity, that will be much better. But if growth is accompanied by more
investment, that will just drive up inflationary pressures in China, which has implications in the rest of the world."

The economic survey backed calls in Washington and elsewhere for China to introduce more flexibility in its currency and
interest rate policies.

The United States, facing rising trade deficits with China, has repeatedly called on Beijing to revalue its currency. Chinese
officials in recent days have said China was better prepared to loosen the currency's peg to the U.S. dollar, although no time
frame was given.
