축출된 아카예프 전 대통령은 인구 500만명의 대부분이 회교 국가인 키르기즈스탄을 거의 15년동안 통치했습니다. 아카예프는 지난 3월 수천명의 시위대들이 수도 비슈케크의 정부 청사에 난입할 때 키르기즈스탄을 탈출했습니다. 키르기즈스탄 국민의 항의시위는 유럽안보협력기구가 심각한 하자 투성이라고 판정한 의회선거가 도화선이 됐습니다.
유럽안보협력기구는 키르기즈스탄의 민주개혁을 촉진하도록 앞장서서 돕고 있습니다. 미국의 폴 존스 대리대사는 유럽안보협력기구에서 미국은 아카예프 대통령의 사임 결정과 키르기즈스탄 의회가 대통령선거를 새로 실시하기로 결정한 것을 환영한다고 말했습니다.
키르기즈스탄 국민은 이제 법치와 인권 존중과 그들의 지도자들을 선출할 수 있는 민권에 기초한 민주사회의 토대를 쌓을 수 있는 유례없는 기회를 맞이하고 있습니다. 이것은 두려운 일이지만, 이것은 키르기즈스탄이 장기적으로 평화와 번영을 이룰 수 있는 유일한 길이며, 또 키르기즈스탄이 홀로 시작해야 할 일은 아니라고 존스 대리대사는 말했습니다.

“나는 외부국가들이 새로운 정부가 민주적인 변화를 공고히 하고 경제를 개선하며 질서를 회복하고 부패를 척결하는 과업을 도울 수 있을 것으로 생각합니다. 우선 당장 새 정부는 농업부문에 대한 기술 지원과 도움이 절대적으로 필요합니다. 그리고 행정요원들에 대한 훈련과 부패와의 전쟁이 필요하며, 무엇보다 중요한 것은 키르기즈스탄의 질서를 회복하기 위한 새로운 법시행요원들에 대한 훈련이라고 할 수 있습니다.”
콘돌리자 라이스 미 국무장관은 미국은 이 같은 발전이 키르기즈스탄 국민이 안정된 정부를 세우고 보다 나은 민주주의 미래를 행해 나아갈 수 있는 토대를 구축하도록 도우려고 하고 있다고 말합니다.

The Kyrgyzstan parliament has accepted the resignation of ousted President Askar Akayev [AHS-kar ah-KAH-yev]. Lawmakers also agreed to schedule a new presidential election for July 10th.
Mr. Akayev ruled the mostly Muslim nation of five-million people for almost fifteen years. He fled Kyrgyzstan in March when thousands of protesters stormed government buildings in Bishkek, the capital. The protests were sparked by parliamentary elections, which the Organization for Security and Cooperation in Europe determined were seriously flawed.
The O-S-C-E is taking the lead in helping to promote democratic reform to Kyrgyzstan. Speaking to the O-S-C-E, American Charge D'Affaires Paul Jones said the U.S. "welcomes President Akayev's decision to tender his resignation and the decision of the Kyrgyz parliament to hold presidential elections." The Kyrgyz people now have a unique opportunity to lay the foundation for a democratic society based on the rule of law, respect for human rights, and citizens' right to choose their leaders. This is a daunting task, said Mr. Jones, "but it is the only path to long-term peace and prosperity; and not one that the Kyrgyz need embark on alone."
The O-S-C-E is developing plans to aid Kyrgyzstan's democratic development by supporting the upcoming presidential election, strengthening the rule of law and encouraging free media. Kyrgyz journalist Alisher Khamidov [AH-lee-shair ha-MEE-dov] says the resignation of Mr. Akayev will enable his country to proceed with more legitimacy:
"I feel outside actors can help the new government specifically with these tasks, to consolidate democratic change and help them to improve the economy, deliver on the promise of restoring order and taming corruption. At the moment, the new government desperately needs technical assistance and help with agricultural reform. And they need training in better governance and fighting corruption, and, most important, the training of new law-enforcement forces to restore order in the country."
Secretary of State Condoleezza Rice says the U.S. is "trying to help promote a process that will turn the developments. . . .on the ground into a democratic process that can get for the Kyrgyz people. . . .a stable government and a move toward a better, democratic future."
